Key Mapings for non-key characters

I'm looking for a way to remap a key to create the bullet character "•" U-2022 Keystroke Alt-0149.

It would be nice to create other such mapings like... §, ¢,®,°, etc.

Can Smart keys do this or be made to do this?

Is there another program that can do this?

AllChars (on sourceforge) can do that. Well, not a single key, but it lets you compose all sorts of special characters. You press a special key (configurable, I use Right Ctrl), followed by a combination of 2 keys. 

* and . gives: •

p and p: §

c and |: ¢

r and o: ®

0 and .: ⁰
